An accused killer and a man alleged to have cut off a kidnap victim's penis are on the run after a dramatic escape from a maximum security jail.

Jonathan Tieu, Hossein Nayeri and Bac Duong escaped from the prison in Southern California by cutting through steel bars and abseiling from the jail roof.

Orange County sheriff's Lieutenant Jeff Hallock said the public could "expect the worst" if they were confronted by the fugitives.

Tieu, 20, has been held in the jail since 2013, charged with murder, attempted murder and "shooting at an inhabited dwelling".

His case is believed to be gang-related.

Nayeri, 37, has been held without bond since September 2014 on charges of kidnapping, torture, aggravated mayhem and burglary.

He and three other men are accused of kidnapping a California marijuana dispensary owner in 2012.

They drove their victim into the desert where they believed he had hidden money - before cutting off his penis, authorities said.

After the alleged crime, Nayeri fled the US to his native Iran, where he stayed for several months.

He was arrested in Prague in November 2014 while changing flights from Iran to Spain to visit family.

The third fugitive, Bac Duong, 43, has been held without bail since last month.

He faces charges including attempted murder, assault with a deadly weapon and shooting at an inhabited dwelling.

The inmates were last seen at 5am on Friday at the Orange County Central Men's Jail in Santa Ana, about 40 miles south-east of Los Angeles.

"It was very well-thought-out and planned," Lt Hallock said at a news conference.

"The inmates cut through half-inch steel bars to facilitate their escape."

They also cut through plumbing tunnels and finally made it to an unguarded area of the roof .

There, they abseiled to the ground using some kind of makeshift rope, Lt Hallock said.

They were last seen wearing orange jail jumpsuits.

It was unclear whether the men were armed but they should be considered very dangerous, Mr Hallock said.

"I think the public should expect the worst if they're encountering them and call 911 and allow the professionals to respond," he said.

It is the first escape from the 900-inmate facility in at least the past 20 years and could be the first ever breakout from the jail.
